Would it be safe to use hobbles for my horse?

my horses is as sweet as can be, very mellow, but i cant get him to stay in a pasture to save my life. hot wire doesn't affect him, wood fences he either brakes or jumps and even stud panels he can jump from a stand still..... i have 3 horses and i want to put the other 2 out to pasture but can not separate them because he will get out. i was thinking maybe i could put them out and hobble him to make it so he cant jump the fence, do you think that would be dangerous???
